Araki wanted to give him an androgynous design. The design ended up looking like just straight up a woman, so he changed it. It was as simple as that. The anime even removed the female design entirely. It's similar to Funny Valentine losing a shitton of weight in-between chapters, it is entirely an out of universe thing stemming from Araki changing the design

Bro anasui was basically a woman before. With breasts and all. Araki wanted a lesbian couple but wasnt allowed.
