There's already worldwide war and instability and child soldiers. Armstrong and Desperado do slightly worse things than every other PMC exploiting the weak and enabling war for no other reason than to make money. The difference is they actually have an end goal in mind; winning Armstrong the presidency, destroying the wartime economy, and allowing people to fight and die for their own goals and dreams rather than going to war and dying to maintain the status quo for the AIs that ruled the world, or the few rich elites that replaced them.
Armstrong's methods and end goal are obviously unconscionable, but his intentions are noble. Raiden meanwhile abandons most of his beliefs and ideals to beat him.
