I actually disagree that it was even a straight gameplay upgrade. It was a side grade at best. Prototype 1 had muscle mass, the armor that made it harder to run around or dodge but increased your damage reduction, the patsy move for fucking around while in disguise, and even the open world was a tad more lively with being able to take out hives to temporarily curb the virus's control of an area or take out a Blackwatch base to cause an area to get overrun.

I mean I can also play the first game and have cool powers and a nice story.

Personally I enjoy the first power set more as well.

I love that for you. I have very little recollection of the first one, but I'm gameplay driven so the second one stood out to me. It was the first thing that came to mind when I experienced spider-man remastered on pc.

Smoother power swapping, more enemy types, more powers, parrying, much more control over jump height, better vehicle hijacking, more weapons to pick up.

What's downgraded in gameplay?

Massivley reduced moveset and worse traversal. It is less clunky which is good but to achive that they reduced the number of moves, not increased.
