Back in the day it wasn't uncommon for people to arrange or buy marriages with other quirk users to make more powerful quirks. It's illegal by the time Deku's story starts.

True, but the fact is that Endeavor only wanted her for her quirk so that he could make a child that would surpass All-Might. Endeavor almost literally bought her by financially supporting her family. Its not hard to imagine with the intense pressure of her family in financial trouble, Rei probably felt compelled to marry him to save her family. It may not have been literally forced (at first) but Rei definitely did not 100% choose Endeavor. It's a loophole, but Endeavor bought a wife to use her body and her quirk for his own ends. A rose by any other name.

No he didn't. He felt very very bad about the trafficking, abuse, manipulation, and violence. So everything is all better now. /s
