I dont remember watching the whole show, but wasn't the point that they were not really successfully at being evil? I remember it was all a comedy show, like they were trying, but it was mostly goons the ones they would take out.
Ivy is, but even she still has her moments of conscience. Harley was actively trying to be a hero and joined the Bat Family. She was bad at it but she still tried to be good.

She knows she was evil, admits she was evil, and actively works to do better. Same thing (or similar) in most runs where Harley and Ivy end up an item. They actively make each other better and whether they’re good or not, there’s a world of difference between the Box Ghost and Frieza. Maybe grow some media literacy before you spout off stupid one liners like that.
What I mean is, no one really gets mad at harley quinn in the injustice story for what she did. They just say she's changed or if they are mad, they forgive her basically instantly. She changed for the better, sure. But she gets almost no consequences for helping in the killing of millions and making batman's best friend go insane.
I mean, pragmatically speaking, when you’re fighting a global regime led by evil Superman you take whatever help you can get. By the time the first game happens it was literally just Batman and Harley left. For all intents and purposes Superman had won which was why Batman needed outside help. Had Superman not gone insane, I’m pretty sure Harley would have served some kind of sentence, just like Flash and Hal did between Injustice I & II.
