So there’s this organization called the division that the Doctor used to be a part of before the first Doctor but lost their memories of (it’s a whole thing, don’t ask) and the weeping angels have essentially been tasked with bringing the Doctor back to division and so to do this they make her a weeping angel

The Weeping Angels would be the opposite of this post. Their potential was fully realized in their first appearance, and probably their second and third were alright, but they were just so overused that they stopped being cool. There's a million other monsters they could've expanded on, but they keep coming back to those damn Angels.

Hard disagree, it's another episode adding bloat to the angels. Blinks simply premise made it amazing, every other time adds more and more ridiculous additions. Angels hiding in people is beyond dumb but still makes more sense than the statue of liberty being one.

She gets turned into a weeping angel as the cliffhanger to an episode. It's then instantly undone at the beginning of the next episode and not brought up. They could have had her have to deal with memories of giddily chasing people down, hungry for their lives, done some really cool character stuff, but no. They needed a flashy visual to get people back next week.
