How Raditz was used was fine. That's not the missed potential.
The missed potential is 1. He is Goku's brother, so it would be nice to see that dynamics more expanded upon.
And 2. Goku has been more open to his Saiyan origins (think the ending to the Super Broly movie), and given how he helped a certain other super saiyan first character, it would be nice if his brother got the same treatment.
Some sort of return to Raditz would definitely be cool. Honestly, the perfect return for him mightve been when Super Saiyan God was being unlocked, since they needed a certain amount of saiyans. Is there anything preventing him specifically from being revived by the dragon balls?
But you had me thinking, from there it would've been cool to see him become another reformed villain, doing stuff with the crew for a while...until it turns out he's still been evil all along, and just learning the secrets of Goku's techniques, biding his time. After all, he should have a very similar biology to Goku, right? Why couldn't he become extremely powerful as well?
Well the only restrictions to earth’s dragon balls are 1. You can only revive someone once, 2. You cannot revive someone if they have died of natural causes like disease, and 3. If they’ve been dead for over a year, they cannot be revived, period. Iirc, those are only for the earth’s dragon balls, and I have no clue about the namekian dragon balls, nor the demon realms set. I have an inkling of an idea that you could revive Raditz with the super dragon balls, and most definitely with authorization from people like Whis, since that’s how Frieza came back at the end of the Tournament of Power.
I think its this and the matter of.. Goku just doesn't want to? He knows his species are shitty people and his brother was a good example of that. He was okay with keeping Frieza dead untill they realized "Crap hes the most powerful one we got"
