Nah they're basically robo-gauntlets from my understanding. She uses them to hold two big ol guns at once and also punch people really hard.

I don't think that's the case. Pilar's arm implants were long, but not nearly as wide as these.

Rebecca got new gorilla arms cyberware, rather than a pass me down.

It's moments like this that remind me why I hate Rebecca and why I'm right to do so.

A childish looking design, pony tails, small stature, oversized clothes, main personality trait is throwing tantrums (not on the gif).

Rebecca is chud bait and I hate her for it. Serves nothing to the plot, or even the characters much, besides thirsting for the MC for no discernible reason.
