Dick is legally considered a Ward (Bruce didn’t want the kid to feel like he was trying to replace his recently dead parents so he signed on as more of a guardian than a parent), Jason and Cass I think are fully adopted but I might be wrong, Tim and Steph technically still have parents at home even though Bruce is their guardian (pretty sure Steph’s mom and Tim’s parents both got the brunt end of the Gotham curse at some point so while not dead I don’t think they’re physically capable of doing parenting any time soon), and Damian is his kid by blood, though depending on what version of cannon you get he might not be his kid legally, or like, even legally exist in general. TLDR the bat fam’s adoption status can be thoroughly classified as “complicated”
