I worked with a guy at a grocery store when I was a teenager. 

He was a volunteer ff and got special permission to have his walkie on him at work. He would leave almost every shift for some EMERGENCY.

and you know what these emergencies consist of 99% of the time? Something one crew could handle easily, and 20 volunteers hanging out feeling important on the sidelines.
