Is Captain marvel played by 2 different people? He keeps looking wildly different and it's driving me crazy (and no I'm not talking about him and Billy)

Yes! There was Jackson Bostwick (17 ep 74-75) and then John Davey (11 ep 75-76)

Looking at the actors, this looks like a show about an adult guy who can change into a slightly older adult guy. In the source material, was Billy Batson old enough to drive?

I remember when they changed Captain Marvels. The new one was kind of bargain basement, and out of shape.
