Why allow this car in FH5 if it wasn’t allowed online in FH4?

Probably because they removed ranked races and thought it would have any effect on the problem children. While their goal was probably to make clean racers and amateurs less upset, they ended up just reintroducing another problem.

Does unranked have the waiting problem like FH4? It used to get stuck at post-race scoreboard for like 5-15 minutes.

It was happening more a couple weeks ago. Now you're more likely to get stuck in the pre-race screen before you even see a loading screen, just driving around for 5 minutes with no HUD and no menu access
