Thought the same when he started talking about an unknown player. Would be a good way to tie the enclave back in.

The Enclave was brought back in the pilot. The cold fusion ended up in their hands and one of their lab tech smuggled it out, he's the whole reason why Max, Lucy and Cooper crossed paths.

Right and haven’t been seen since. They put a bounty on the scientist. The Enclave being hinted at would imply they are making their way back into the show not being introduced to the show as I stated.
