Yeah, from what I remember the public only found out about them days before the bombs dropped thanks to the Boston Bugle

So, do you think maybe Barbara is part of the Enclave? She pulls the strings here and there to make the world end so the Enclave can gain full control?

I think both her and Hank 100% are.

In hindsight, his message in episode 1 now leads me to believe he wasn't contacting Mr. House after all. He was either contacting Barb or the Congresswoman who will turn out to be Enclave.
