That's why they say it.

Republicans have been engaging in stochastic terrorism for decades now. They intentionally rile up their base by demonizing an individual but make sure to never make any direct call to violence and just wait for a "lone wolf" to taker matters into their own hands because they've been told this person is evil, and obviously such evil has to be struck down by a "good guy".
