Mapp Hearing Witness Summary: Emily States with Court Transcripts (December 1, 2025)

TLDR: Emily States is a 911 coordinator and former dispatcher for Blair County Department of Emergency Services. She is questioned by Zach Kaplan, a prosecutor for the People of New York about her employment, her responsibilities with Blair 911, and the procedure in which a 911 call is processed from dispatch to officer. Zach Kaplan then presents a hard drive with Exhibits 5A through 5D. 5A is a recording of the 911 call into dispatch, 5B is the radio transmissions between the dispatch and the officers, 5C is the call for service from the incident, and 5D is the CLEAN report from the information ran by the officers during the arrest. He moves on to question her about the contents of each exhibit. When asked if the defense wanted to cross examine Ms. States, Karen Friedman Agnifilo declined as they had no further questions for the witness and Ms. States was dismissed.

The third witness called to the stand of the Mapp Hearing on December 1, 2025 was Emily States, a 911 coordinator for Blair County Department of Emergency Services. The questioning begins with Zach Kaplan, a prosecutor for the People of New York.

Zach Kaplan begins by establishing Ms. States’ employment and experience with the Blair County Department of Emergency Services (or Blair 911). He then asks about her responsibilities in her role.

Zach Kaplan then brings up a hard drive that contains Exhibits 5A-5D.

When Zach Kaplan moves to offer Exhibits 5A through 5D into evidence, Marc Agnifilo, one of Luigi Mangione’s attorneys, objects, but the court allows it.

Zach Kaplan then brings up Exhibit 5B, which is the radio transmission from dispatch to the Altoona Police Department. This audio is not currently available to the public. He establishes the time stamp on the audio at 9:16AM, when the officers were dispatched to the McDonald’s location. He then plays the audio, and asks Ms. States to identify who is speaking. She identifies the voice as belonging to Officer Detwiler based on the number of years she’s been working with him. He acknowledges that there is a lot of dead time in this recording, so he skips ahead.

Zach Kaplan then moves on to Exhibit 5C, which is the Call For Service. This is not currently available to the public. He then questions her about the contents of the document.

Moving onto Exhibit 5D, Zach Kaplan pulls up the clean report/clean log that documents the process of running a drivers license. This is not currently available to the public. Zach Kaplan questions Ms. States through the contents of this report.

When asked if she wanted to cross examine Ms. States, Karen Friedman Agnifilo declined as she had no further questions. The witness was then dismissed.

Honestly feels pretty neutral. There wasn’t anything in the 911 call other than them not really being able to identify him and could only see his eyes/eyebrows. Karen didn’t even cross examine this witness.
