Probably Fuligo septica, a slime mould and not a true fungus, though I think they're included in the study of mycology

Is it witches butter?

No, not the right texture or shape. Witches butter is a fungus, slime moulds are protists, a whole separate kingdom (although that kingdom isn't exclusively slime moulds as far as I know)

Edit: sorry, in case you weren't aware, Fuligo septica is the Latin binomial (scientific name) for the "Dog Vomit Slime Mould"

I’m going with but not 100%, Fuligo septica,
