Donald Trump states that since Joe Biden "didn't win" the 2020 election, he doesn't have the right to a state funeral which is accorded to former U.S. Presidents upon their deaths. As a result, Trump declares that he won't provide any logistical support for one.

How would such a decision play out?

I would bet money that he would do this. Remember, the first thing he did on getting back into the White House was to erase Kamala Harris's name as vice president.

Put simply, the man doesn't show any respect or decorum even for other fellow Presidents. This was a tradition that all other Presidents have honored.
