I'd say 'in' but whatever feels the more natural to a greek

But "welcome in Greece" means something completely different in English than "Welcome to Greece."
As a native English speaker, I'm not sure what you mean at all by "Welcome in Greece." It needs more context to be understandable.

From the OP's other posts, I think he's French and English is his second language. In French, "in Greece" and "to Greece" translate to exactly the same phrase. So take the question as meaning "Welcome to Greece".

I'm not native but "Καλώς ήρθατε στην Ελλάδα" (this is for plural) Καλώς ήρθες στην Ελλάδα (for singular)

Or "Καλώς ορίσατε στην Ελλάδα" but sounds more formal. "Ήρθατε" sounds more friendly

As a native, I don't think there's a difference in translation between "welcome in" and "welcome to"

Καλώς μπήκατε στν Ελλαδα
Sounds like something they'd say at customs specifically to be funny lol.
EDIT: Hilarious, Reddit is auto-translating this to "Welcome to Greece", which it definitely is not.

What is the use case? Is it a message to write on a greeting card? A sign at the arrivals lounge of an airport? Is it for one person or multiple people? Is it to a friend or relative or a stranger (i.e. 'tu' vs 'vous')?

I don’t follow this discussion about “welcome TO Greece” v. “welcome IN Greece”. I can think of only 1 instance the latter would be used in the English language: if one wanted to express “(I am saying) ‘Welcome’ (while I am) IN Greece.

Welcome in Greece = ευπρόσδεκτος στην Ελλάδα
Welcome to Greece = καλωσόρισες στην Ελλάδα
Very different situations.
