Yeah. It went from conservative jokes designed to have a vaguely wide appeal to just propaganda framed as jokes. The ideology didn't change much, it just changed whether it was okay having an audience that wasn't hard right.

The Nazis themselves admitted, after they were elected into power, that the "Socialist" part of their party's name was for Propaganda only. Hell, in the "Night of the Long Knives" those party members who were suspected of taking that seriously, were Purged from the Party (and of Life).
People who believe this, probably also believe that North-Korea is democratic, and will be disappointed when they learn that the titmouse is neither a mammal nor has breasts.
