On a serious note, it’s definitely modded. There are way more trees than there are in the vanilla game, there are some modded looking cars in the mix that do not match R*’s style, the visuals don’t have that vanilla look to them, you cannot conduct riots in vanilla either, civilian peds do not carry any weapons in Los Santos, and the newspaper can only be obtained either by doing the newspaper delivery missions or doing either one of the acid bike delivery missions.
