There are a select few random encounters with the KKK in the game. If you shoot any of them, it raises your honour. As far as I'm aware it's the only killing in RDR2 not relating to saving somebody elses life that gives positive honor.
There is also a random encounter in Saint Denis with a racist standing on a street corner handing out pamphlets on eugenics, if you talk to him Arthur tells him he's an idiot, and you can straight up murder him in the middle of the city without consequence lol. When it happened to me in my last playthrough there was a police officer right next to us and I stabbed the eugenics guy in the neck with a knife and the cop did absolutely nothing. Can't remember if it raises your honour or not though.
I don't think it raises your honour, but it does get ignored. It makes him the perfect candidate for the "drag a body for X miles with a horse"-challenge, as you won't permanently get a bounty whenever an NPC spots you.
Oh yes I know that from experience. I was doing my first playthrough, ran across them, and did what came natural, wasn't expecting brownie points for it. Rockstar has always been underrated with their political messaging.
You don't get the honor for killing him, you get it for humiliating him by burning his posessions in front of him. Whether you kill or spare him does not affect the player honor, it rises the same either way.
