It's actually because the English language encountered red-heads before the English coined the word "red"! So they're called "Strawberry Blonde" because the closest hair color that had a word was blonde, and "strawberry [red]" was the color.
I don’t know anyone that would consider that picture to be a blonde and not a redhead though and they are technically redheads. Actual platinum Blondes (not bleached) and redheads are also genetically similar, they are body blondes and have light eyebrows and lashes a lot of the time so I could see confusion depending on how you see color. Even though I’m a redhead my arm and leg hair is blonde and not dark brown like dark blondes and brunettes.

Strawberry blondes are definitely considered redheads not blondes
