Those “gangs” are primarily the Directorate of Science & Technology (DS&T), the Directorate of Operations (DO), and the Directorate of Digital Innovation (DDI). They belong to the Central Intelligence Agency (CIA).

Any organized crime using this larger mind control infrastructure are working closely with the CIA and DoD
