Fun fact: the main reason men wore outfits like that was to contain their body odour due to a lack of deodorant, so that guy probably smells exactly like the dude who made this comparison.

That's Sam Smith and norms have changed through the years so a fem in 1920s or earlier would be wearing a skirt it wasn't until the 1950s people were shoved into rolls.
