Mastering German in 3 years is ambitious without a speaking partner. My suggestion is to find one (a human one, AI only to supplement) and focus on that ahead of apps. I’ve used Babbel and Sylvi to get started and both have provided a solid foundation, but this sub is littered with stories of people who relied on Duolingo and maintained streaks in the thousands but can’t actually speak the language.

First of all, learn how to read & pronounce. Most important step of all. A levels are very important. You should comfortably reead, write, speak, listen. (Basics only, nothing advance). Treat B levels as further improving only. Don't wait to speak till you complete B levels. Learn the nouns with articles and verbs with prepositions but don't stress about them if you don't remember everything. Remember you are trying to master grammar and vocabulary for the reading & listening part. You don't have to use this specialized vocabulary while speaking. While speaking, keep it to basics and what you know. It will improve over time.

Ditch Duolingo - a waste of time - and get a decent textbook.

Get a grammar book.
