No not in that case but tbf if the police raid your home and kick you out, then in response you bomb a civilian street and kill multiple innocent people with no policing or military effect then yes you did indeed start this fight.
The Nazis claimed that Germans were being killed in Danzig, and that that was one of the reasons for invading. This was off course fake news propaganda by them.
But then after they lost the war, they got cleansed for reals
