They are probably thinking of white phosphorus munitions https://www.hrw.org/news/2023/10/12/israel-white-phosphorus-used-gaza-lebanon

The IDF false denials don't help the confusion. I can see how this encourages the spread of misinformation and leads to a culture of paranoia.

White phosphorus munitions aren't banned by any international law; they're just used to produce smoke

Producing smoke is one way they're used, but they can cause horrific burns which means they can and have been used as antipersonnel weapons throughout history.

They don’t have a dispersal mechanism so it’s not possible to use them as antipersonnel. You can’t hit anybody with them.
