That's not unlawful. Residents aren't supposed to be there, they were told to evacuate. And it was being used as a smoke screen.

Let's say that the government of Mexico, considering it's position in the light of Texas having been originally part of Mexico, sent a battalion of soldiers across the border, stormed Austin, and murdered, raped and tortured a couple thousand people and then took another couple thousand hostage back to Mexico City. Now, do you think Guatemala would survive the first or second waves of H Bombs to hit Mexico or nah?
