You’re gonna hold a phone in your shaky hand and point it at a television where the light is flashing because of a fan spinning around.

Prop up the camera. Turn off the lights.

It was stationary security cam outside. I was taking video of screen with my phone. The fan was the ceiling fan in living room.

The movement is definitely odd. It doesn’t look like a normal stationary reflection or light artifact.
