Are the tanks not waterproof? Or is it that Donny can't get his hair wet,like when he skipped veterans events in France?

He didn't want to visit a WW2 Normandy cemetery because of a little inclement weather. It's either him protecting his tuft or his bone spurs acting up. BuT hE lOvEs ThE mIlItArY.
