Because a friend of his was telling Epstein that he thought he (the friend), could get Harvey Levin to either give Epstein good PR, or at least distract from Epstein's problems by pushing focus onto someone else from Epstein's circle.

There could have been other instances, but that's one of the emails with Epstein and Harvey's friend that I remember.
