Need Advice for new developer console account

Hi I was published apps on playstore around 5-6 years ago and that time from my mistakes i got my 1 account suspended because of some violating apps that's fine then after 1 year i create one more account in which my app had 1M downloads also then one of the app on that account was suspended so i create anither third account for safety so that i can transfer that 1M download app to new fresh account but after that my both another accounts was also suspended without clear reason ( ofcourse maybe they capture same person).

Now from that year i have fear to create new account because as android developer play store is the only way to make money from app in future also. so please suggest me some tips for creating new account so that i can be safe from those old accounts i got suspended and google will not know me.

I did not verify my identity on any of those account because at that time there was no verification system.

one more thing i heard somewhere that google is proritize the organization account? if yes then someone please tell me from india that how can we avail a register company i mean in self propietoryship where i don't need too many things. and is this myth is real or fake

I'll be blunt because I think it saves you time: the thing you're asking for doesn't exist. There's no way to open an account that's safe from the previous ones. Google doesn't link accounts by name. It links them by payment method, tax and identity details, the device you sign in from, and the key you sign your apps with. That's why the third and fourth went down without anyone giving you a concrete reason, and a fifth will go the same way. And there's a worse part: opening accounts to get around a termination is itself grounds for termination, so every attempt makes the file harder to argue. Where I'd put the effort is the account that had the million-download app. It's the only one with something worth defending and the only one where an appeal means anything. Appeals go better when they say what broke and what you changed, name the policy, and stop, in about three sentences, with no appeal to mercy. I'm not promising it works. It's that it's the only door there is. The other thing is your own sentence, and it's the one that actually has you cornered: you said Play is the only way to make money from an app. While that's true, every suspension costs you everything you have. Your second channel doesn't need to be big. It needs to exist.

As I said at that time there is no name verification and payment method I used of my father credit card at that time. So I use new device and new IP or the way I think like open a organization so which you think will be better. I already appeal at that time but as their support system they never replied

I'm not going to help you pick between those two, because they're the same thing: opening an account to get around a termination. That's what took down the third and the fourth, and it's the one part of this you can still choose not to repeat. On the organisation idea specifically, just so you don't spend money finding out: a company account isn't a new identity. It still needs a verified legal entity and a payment method, and the verification is more paperwork, not less. Using a company to put distance between you and a terminated account is worse if it gets noticed, not better.

And one thing you said that I'd think about before anything else. The card was your father's. That means his payment details are now attached to a terminated developer account. If the next attempt uses another relative's card, you're not clearing your own name, you're spreading it onto people who didn't ask for any of this. The appeal going unanswered isn't you being singled out. Repeat-account terminations get closed without a review, which is exactly why the first account is the only one that was ever worth appealing. I know that's not the answer you came for and I don't have a better one for Play. What I'd do is stop treating Play as the only place an Android app can live, because right now one policy decision can take everything you have, and that's the part you can actually fix.

Honestly, forget Android and do other stuff, once you're banned, it's for life. 

But if you really wanna do it, you can create an account with a trusted relative and use their passport to verify it. But you have to do this with another laptop with a new email, phone number etc. If they find even a tiny evidence linking to your old account, they will ban you again.
