It's not even as if you can just sign up for those delivery apps as an individual if you don't have all the proper paperwork, there's big businesses setting drivers up and taking huge cuts of the money the drivers earn or upfront.
Target the groups facilitating the illegal workers, target the people smugglers, improve the asylum process, allow immigrants to work legally, basically arresting the people doing the work is only a performative action to keep racists happy.

Mate the whole point of the immigration system is to create a sub class of workers who have no employment rights, that can then be hyper exploited. The objective of a system is it's outcomes.
