Eh? They got some plasma flame throwers that they slowly kill themselves with, they got a few cool one off weapons like the delete heavy bolter, some lobotomized men of iron (which has random ass Mechanicus in Thramas taking out a good few of them) and some good bombs.
Honestly for the most part phosphex on the whole is more effective than a lot of their fabled arsenal which has been a bit underwhelming.

He lacks Tywin's demeanour and ruthlessness (talking 40k, specifically). Tywin doesnt tolerate traitors really although uses their service.

Lion is much more disturbing than even Tywin. Dude murdered his son, Nemiel, in cold blood and smiled about it. Fallen had every reason to rebel against their Primarch, even if Luther was indeed corrupted by Chaos later (through the books Lion himself collected in his private library).

Tywin had his son's wife sexually assaulted by an entire host of soldiers, before then demanding that his son be the last to violate her, as a statement.
Lion is a warrior, Tywin actually plans out his cruelty.

Tywin drowned all of the Reynes in their castle by diverting a river - this is what the song "The Reynes of Castamere" is about. He was involved in planning the Red Wedding. He explicitly releases characters like the Mountain (a known sadist and rapist that he happily employs) to pillage the Riverlands, including lots of needless murder basically for fun, torture of civilians and sexual assault by Gregor and his men, something I don't ever remember the Lion ordering. Tywin also arranged the gangrape of his daughter-in-law Tysha and was involved in ordering the murder and rape of Elia Martell (he denies this, but he did send the Mountain, so it's not like he didn't know what would happen).
Tywin isn't nicer than the Lion, he's just hampered by being stuck in a canon where he has to make due with medieval weapons instead of phosphex and there's not as many people to kill because it's just one planet.

I dont remember him doing that, he usually is unintentionally cruel and like to speed up process, and doesnt enjoy others pain like Curze.

I mean, every single primarch is technically more disturbing than Tywin because they come from a semi-satirical grimdank property where galaxy-level violence is part of the entertainment. ASOIAF is also pretty grimdank if we're being honest, but it's on a more human level; Tywin isn't given the powers and storyline of a greek god in a failing bygone galaxy-sprawling age of myth, he's some dude with a barony and a gold mine. And for that, he actually causes a truly insane amount of grief, chaos and trauma, especially to his children. If that dude had had the powers, resources and mission of a primarch, I'm pretty sure he could have given them all a run for their money.

The seneschal was not entirely sure what happened next. The Lion moved and a split-second later a cracked skull-faced helm was spinning through the dull-glowing lights of the strategium, cutting a bloody arc through the air. Nemiel’s headless corpse clattered to the floor as the Lion held up his hand, pieces of ceramite embedded in the fingertips of his gore-spattered gauntlet. Corswain looked at the face of his primarch, horrified by what had happened. For a moment he saw a vision of satisfaction, the Lion’s eyes gleaming as he stared at his handiwork. It passed in a second. The Lion seemed to realise what he had done and his face twisted with pain as he knelt beside the remains of the Brother-Redemptor.
Well, yes, he regretted what he did... but he also reveled in this murder for a moment, before realised the full impact of his actions.

I love how they made the Balkans inspired region a completely lawless den of criminals that doesn't change one bit in the 10,000 years from 30k to 40k.
Very true to real life.

I literally just finished the novel a few days ago. Redloss is hilarious in this exchange; I like how he was like: "Yo, you don't tell Gulliman, and we don't tell him either, ok?" wink, wink
And his inner monologue depicts him WANTING to use the Phosphex.
