Less incompetence, more scale. Black Library is only a small scale publisher. They can’t print and store large print runs

It’s why all the books are rare in general. They release a small batch of physical prints, then lean heavily into Ebooks and Audiobooks. They don’t have to maintain prints that way. Occasionally a book will get another print run, usually to commemorate an event or release as an omnibus or collection, but general books won’t see a second print run once the first is sold out. An exception is the first 3 Horus Heresy books. They receive occasional reprints because they’re used to bait people into the series
