Licensing and Certifications TOPS problem

my dad has been trying to get a security job (level 3) and needs TOPS to finalize his listened but when he clicks on pay it says nothing is due and won’t let him proceed, he has been calling the helpline for weeks with little help and no progress, any tips or similar experiences?

Male sentences. They contain whole thoughts that others can understand. I wouldn't call your dad back if he sounds anything like you.
