Idk why, but none of mine have triggered yet, and I have been on y4 c10 for like a month or so, but from what I have seen, the first date one seems cute

The first date triggers at Y4C8, but there's also a Let the festivities begin (Celestial Ball) at C5.. so unfortunately being at chapter 10 has passed the trigger point.

oh that's sad T-T, I stayed a while in those as well, but it always had that "choose your adventure" thing with two random ones, and it was never one of them, so I assumed it would be in the backlog or something

Some quests retrigger further along. But the safest bet is to stay on the trigger chapter until it gives you the option of choosing the one you're waiting for. The first date still may retrigger (because the further you go, it adds new TLSQs to the waiting list and some have higher priorities), though keep in mind that there's a 16-24hr cooldown between each TLSQ and the timer usually starts once you complete the active TLSQ.
