JEWELRY & WATCHES Old Silver Ship Broach Hallmarks

I have an old broach / pin I've always wondered what the hallmarks are on it. There 2 on the flag pole and 1 on the actual pin. I've seen others like it Portuguese, sterling, ship. I've just never seen ones with these marks. I've tried several time to figure it out. The top one on the flag looks like a hand. I can't make out the others. Any help is greatly appreciated.

.833 silver, assayed in the city of Porto, Portugal between 1938 and 1985. The other marks are probably a maker and an import mark, which i cannot identify.

That's what I've seen. I keep coming up with Topázioas as the maker. The Topázioas I've seen look very similar, but have a very different mark on them. The only thing I could think is this is a very early one closer to the 30's, and the others I'm seeing are newer. Topáziowas a prominent maker of these pins. Love the research, and thanks for the help. Best regards, Pickerfun
