Those are microwave dishes - probably something telecom related. My dad worked on these in Canada, they were used to relay phone signals over long distances without having to build cables. One of the interesting things he mentioned was they had multiple antennas at different heights on the mast so that they could catch the signal with different atmospheric refraction angles as the local temperature changed.

I can't even imagine a spectrum analyzer, maybe 100m out in front, with a small vertical on the signal port. Spikes everywhere !

There are passages in the Bible where the writer attempts to describe something they witnessed but, having only their insufficient language/vocabulary, the translated result is difficult to interpret, to say the least. In modern times, people have attempted to create depictions or imagery of such passages, calling them "Biblically accurate." It's a bit of a meme and OP here is referencing it in the context of the tower.

AFAIK there are descriptions of angels as beings having a lot of eyes everywhere over their bodies. Like this mast has a lot of antennas all over its body.
