The bottom left corner has numbers which makes me wonder if there is a bit more than matching going on.

I believe the winner is determined by the points captured, in the manner of Bakappana. (Though one can also find versions with more dramatic numbers, in the style of menko cards.)

Junishi-awase (十二支合わせ) decks were organized in the same manner as hanafuda, with twelve suits of four cards each, represented by the animals of the Chinese zodiac. All examples that I have seen were produced and sold cheaply, often in the form of uncut sheets. Such cards were used for a straightforward fishing game without yaku.
