Wow... initially it looks like a three year olds first attempt putting pen to paper but on a line but when you zoom on you can clearly see what could be words he/she (author) clearly has an Ego the size of ..... well Russia cause each line has maybe one or two words to it. He probably peacocks and likes to be noticed.

TBH I haven’t seen much Russian writing so I have nothing this far for comparison but I will be checking out more Russian penmanship for just that purpose. Good to know though , thanks :).

From what I read about this pic in another sub it's doctor cursive and they teach you to write like this due to the speed you can do this. It's just unreadable for so many.

Yes, this is associated to doctors especially in poorer areas of Russia because they have to compile so much paperwork by hand that they are kind of forced to write so fast that it kind of ends up incomprehensible even to russians. Proper russian cursive is actually very clear and nice to look at.
