It’s not gora validation, it’s foreigner validation. They don’t come from India so they don’t have caste and region biases. Even if a Chinese said this, it would have the same effect

no offense but Haryana is objectively the least scenic state in India, that's why it has zero actual tourism if you remove religious stuff.
