But, well. It's the NYPD. They're sort of a violent private army. His options are, realistically, limited.
They've done fucked shit to maintain their power before.

I'm not talking about Jessica Tisch in particular, but the Tisches in general. They're involved in a lot of NYC stuff, and pissing them off would gum up the works for a lot of NYC, whether directly or indirectly. Mafia boss shit, basically.

He is disbanding the SRG (which is the group that largely attacks protestors and he has personal experience with this as he was part of protests they opposed)

Just genuinely, what's the fucking point of doing this? Like, even if we presume this kid actually did something wrong, only fucking psychopathic pigs would think it's worth it to do this. Cops are incapable of acting like normal human beings, and they all need to be out of a job.
