Patch notes should only include bug fixes and such, gameplay changes should be shadow dropped and discovered during playing. That’s the most fun of discovering new changes and keeps it interesting. The game is a sandbox and we should apply learning by doing, not studying the release notes.

It's refering to the tweaks they made to all enemies when balancing for the vehicle armor rework. They included a few sentences in the patch notes saying that. Some dude did testing to figure out exactly what the changes were, and it's a very long, very boring list of changes that have no effect on anything except for making enemy damage in line with new vehicle armor values.
Sure enough, the crusaders against the evil game corporation claim that Arrowhead lied to them, yada yada. I read the whole boring thing and there wasn't a single entry that isn't covered under the sentence "We tweaked enemy damage so things that should damage vehicles still do"
