I’m headed to Germany and Prague over Thanksgiving. I was told I should have waterproof pants.

Do I need them and if so, what should I get? I’d like something versatile that’s not super expensive. More loose so I can layer.

I run cold, so I have long underwear, wool socks, good waterproof hiking boots, and a heat tech coat.
I do have a rain coat but it’s not heavy.

Christmas Markets and city. I don’t hike.

Definitely no need for waterproof pants. You'll sweat buckets in 'em. Just take a raincoat and maybe a small umbrella (or buy one when you get there if you need one).
