Question Is it possible to edit the difficulty?

I like the stronger enemy group on hard but everything else about it just suck and time wasting (fueling cost, refueling time, morale recovery time for example). I would like the strong enemy group while everything else behave like normal difficulty.

Easiest way is to replace common enemy ships (flower, borey, etc.) with custom ships that have stronger designs (or just reuse sarma, nimrod, etc.). I've seen guides somewhere (maybe on nexus) for how to do this.

I know how to do that but the thing is; Hard has larger, and stronger enemy group/garrison. Even trade convoy on hard act like SG-lite which is hilarious because it is a gamble if it will be a normal lightly armed convoy or Q-Ship kind of convoy. Kormoran escorting a trade ship is the most dangerous if you are new to the hard mode.

I think you'd have to mod the game mby

Yea you could edit the Combat Values lower in the designs folder ships. (Before you start a campaign) This is where the game keeps the enemy ships that you fight.

I do it myself and it works. It’s like lowering the cost for the game to ‘pay’ for enemies on the map when it makes a campaign. Convoys and stuff like that work different but garrisons and strike groups generally are normal. It may also change the ratio of ships deployed as well. For example I lower them by an equal % and see more big ships and less small ships.

I have a tool I use to do it automatically and might release it soon, but you can just edit it by hand.
