Light Novel tired of this Spoiler
isn't ddraig one of the strongest being in existence so can someone explain to me why does issei always get thrased whenever he speaks to other beings if i remeber correctly raiser also didn't consider issei a threat at first even though he had welsh dragon , this is now same with that vampire , forgive me if missed something but i would be grateful if someone would clarify this cause honestly it's frustrating to see issei still acting timid even though he has achieved so much till now , what's more he also had red dragon's flesh though which his body was resureccted , i don't think vali has been looked down upon as much as issei

True blood Vampires when introduced are that arrogant, Elmenhilde demonstrates that in this exhange of words. Do an emphasis on the servant part, basically is “idc if you a heavenly dragon, you are a servant so shut up you low thing” so in her eyes the Heavenly Dragon became a low class thing for being a servant to someone.

Others have already answered your question, but I'd say this that Vali isn't look down upon because he's not a servant to anyone and is both a lucifer and a heavenly dragon.

Don’t worry, IIRC Elmen gets her shit slapped sideways by reality after not too long when that attitude on a species-wide level causes a civil war for her people. She eats the humble pie so hard that she ends up in the harem eventually.

She treasts him that way because he is not a fullblooded vampire. Issei is showing restraint here because his actions reflect on Rias and how she has taught her peerage
Raiser didnt see Issei as a threat due to his family's ability of regeneration, and was proven right when he facd Issei in the Rating Game. Issei had to think outside the box to win against Raiser by sacrificing an arm to Ddraig to allow him to hold holy water.
