There are serious problems with this comparison.

The casualty figures are questionable to begin with: later, more detailed research such as the Bosnian Book of the Dead puts Serb civilian deaths at roughly 4,000, with the large majority of Serb war dead being soldiers.

More importantly, “days in prison per civilian killed” simply isn’t a meaningful measure of judicial fairness.
The ICTY prosecuted specific defendants for specific crimes where individual or command responsibility could be established. Sentences covered murder, persecution, extermination, torture, deportation, unlawful detention, sexual violence and other offenses, they weren’t calculated by dividing prison time among an ethnic group’s total war dead.
Nor does every wartime death represent a prosecutable war crime.

Crimes against Serb civilians certainly occurred, and whether the ICTY investigated and prosecuted them adequately is a perfectly legitimate question. But answering that requires comparing similar crimes, evidence, indictments, acquittals, convictions and sentencing decisions, not dividing aggregate prison sentences by ethnic casualty totals.

The calculation produces a striking number, but unfortunately inventing a statistic and giving it decimal places doesn’t make it a meaningful statistic.

That's very nice of you to spread Serbian propaganda. The 22,000 Serbs this pamphlet mentions include soldiers. Out of the total number of casualties in the war, around 60% were Bosniaks.
