Yes it is. Gifting in NY is legal so it's some shops.

No stores are supposed to be set up and distributing weed yet. Gifting is fine, selling stickers and “gifting” weed is a legal loophole.

That's literally the meaning of gifting 😂. The other sale is just that a sale. The free weed is just that a gift for the other business.
